Arturo Carlos Cuellar, Jr., son of Arturo Carlos Cuellar, Sr. and Juanita Lozano Cuellar, is a Hispanic native of the Rio Grande Valley. Arturo Carlos Cuellar, Jr. was born in Mercedes, Texas and raised in Weslaco, Texas, where he followed in his father's footsteps and began his early career in the agriculture industry. Shortly after graduating from Weslaco High School in 1972, Arturo, Jr. began working in packing sheds and later began his own trucking business hauling vegetables from the fields to the packing sheds. In 1979, Arturo Carlos Cuellar, Sr. began a new career in construction and later formed his own ready-mix concrete company, Arturo, Jr. would once again follow in his father's footsteps.
